Areas in Qatar are expats permitted to buy properties, conditions of purchase and privileges of property ownership.

The ministerial executive decision of the law opens up promising prospects for foreigners to buy property in Qatar and the utilization of real estate in 26 strategic areas.

Non-Qataris can have freehold ownership of property in 10 areas while 16 areas have been identified where they can use real estate for 99 years.

This comes in implementation of Law No. 16 of 2018 on the regulation of non-Qatari ownership and use of real estate. Under the provisions of this law, non-Qataris may own and use real estate in many areas according to the conditions, regulations and procedures, which shall be determined by a decision of the Cabinet based on the proposal of the Committee for the Regulation of Ownership and Use of Non-Qatari Property – HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa bin Saad al-Jafali al-Nuaimi

Privileges of ownership and use of real estate 

  • Granting residence permit to property owners, without the need of an employer, for property valued not less than $200,000, which is equivalent of QR730,000.
  • Granting permanent residence privileges to property owners, with property with the value of not less than $1,000,000 which is the equivalent of QR3,650,000. Privileges includes, Health and education in government institutions within the state, and investment in activities of sectors of national economy. 
  • In the case of death, of non-Qatari-beneficiary, such right would be transferred to the heirs.
  • The privilege of property ownership is extended to non-Qatari companies, in the same areas specified below. In addition, the new law allows real estate investment funds. Applicable to companies established within or outside of Qatar.

    Between July-December 2019, a price decrease was observed across the real estate market and an increase in the number of transactions recorded. Areas with price decrease includes: West Bay Lagoon, Lusail and the pearl for apartments and Abu Hamour, Al Duhail , Al Wakair and Al Kharaitiyat for Villas.
